The City of Richmond, Virginia, envisioned its redesigned web site as a portal for multiple audiences interacting with the city government in either a business or personal context. The City wanted the site to portray the character and vitality of Richmond while offering users clear paths to information about business, tourism, and services for residents. Having a flexible, extensible information architecture that supported the City's initiative to make forms and services available online was a key requirement.
